The Iowa Board of Regents has selected Huron Consulting Services as its partner for its Revenue Enhancement and Productivity Study (REAPS). Huron, based out of Chicago, has demonstrated extensive experience in higher education, with more than 100 similar engagements in the higher education space in the past five years.

A total of eight proposals were received in response to the Board of Regents request for proposals earlier this summer. Firms were evaluated based on project approach and methodology, relevant experience and past performance, qualifications of the proposed project team, understanding of Iowa’s public universities’ objectives, implementation focus and deliverables and return on investment.

We look forward to partnering with Huron to better understand how our universities stack up against best practices at our peers and what we can accelerate or launch to drive greater efficiencies and create new sustainable sources of revenue.”

The REAPS initiative, established by then Board President Sherry Bates in December 2025, is a focused effort to find revenue enhancement opportunities as well as savings and administrative efficiencies at Iowa’s public universities. Throughout the process, Huron will work closely with the REAPS committee, a working group comprised of representatives from the Board of Regents, Board Office staff, and the universities. Stakeholders at each university will be engaged throughout the process to help shape and validate recommendations.

Huron’s preparation of the REAPS report is expected to last into early next year, with a public presentation of a final report to the Board of Regents at its February 2027 meeting.
