Summary of Proposed Rule Changes and Request for Comments and Information
The Texas Department of Licensing and Regulation proposes changes to the rules at 16 TAC, Chapter 60, Procedural Rules of the Commission and the Department. The Department requests comments on the proposed rule changes and information related to the cost, benefit, or effect of the proposed rule changes, including any applicable data, research, or analysis.
What are the proposed rule changes?
The proposed rule changes:
- Implement Senate Bill (SB) 2443, 89th Legislature, Regular Session (2025), which allows the Department to deliver notices electronically, even in instances where the law currently requires notice by certified mail. This includes certain notices, pleadings, and orders related to contested cases.
- Allow license applicants and license holders to opt in to electronic delivery of contested case notices, pleadings, and orders, rather than receiving documents via postal mail.
- Allow the Department to electronically notify applicants and license holders if a payment has been dishonored.

The proposed rule changes will be published in the Proposed Rules section of the Texas Register on May 29, 2026. To locate these proposed rule changes on or after that date just follow these steps:
