Enhanced cooperation on cross-border organised crime – Memorandum of Understanding signed with Iraq

On 10 October 2025, the Minister for Justice Gunnar Strömmer received Iraq’s Minister of Interior. In connection with the visit, the two ministers signed a bilateral Memorandum of Understanding on law enforcement cooperation, focusing on cross-border organised crime.

On 9–10 October 2025, Iraq’s Minister of Interior Abdul Amir Al-Shammari visited Sweden for meetings with Minister for Justice Gunnar Strömmer, Minister for Migration Johan Forssell representatives of the Swedish Police Authority and the State Secretary for Foreign Affairs Dag Hartelius. The aim of the visit was to strengthen bilateral cooperation between Sweden and Iraq linked to law enforcement, with a focus on cross-border organised crime, and migration, including returns, as well to discuss other bilateral issues such as the role of the two embassies in supporting and developing relations between the two countries. 

Today, 10 October 2025, Mr Strömmer and Mr Al-Shammari signed a Memorandum of Understanding on law enforcement cooperation. 

The aim of the Memorandum of Understanding is to strengthen operational cooperation against organised crime. This is done through effective information exchange regarding cross-border organised crime, including narcotics offences, criminal activities linked to illegal weapons and explosives, and financial offences and money laundering. Sweden and Iraq will also be able to strengthen the cooperation through joint trainings and exchange of best practices.
