Training Workshop on Carbon Markets and Article 6 Implementation
Summary
The adoption of the Paris Agreement in 2015 marked a critical moment for global climate governance, with Article 6 providing the framework for countries to cooperate through market-based approaches to achieve their nationally determined contributions (NDCs). Decisions made at COP26 in Glasgow further elaborated on the implementation of Article 6, emphasizing both market mechanisms under Article 6.2 and the establishment of a centralized mechanism under Article 6.4.
As countries in Asia work toward achieving their climate goals, the role of cooperative approaches under Article 6.2 has grown significantly. Recent updates to NDCs show that 85% of countries plan to or may use voluntary cooperation to meet their climate commitments, marking a significant increase from earlier commitments. This trend highlights the increasing importance of international cooperation in climate action, enabling greater ambition and more cost-effective emissions reductions. In Asia, a region highly vulnerable to climate change but with vast potential for emissions reductions, Article 6 mechanisms can be a game-changer.
This workshop aims to equip policymakers and technical experts from Cambodia, Indonesia, Philippines, Pakistan, Thailand, and Viet Nam, with the necessary knowledge and tools to engage in Article 6 implementation effectively. By promoting the exchange of best practices and lessons learned from countries with advanced experience in carbon markets, participants will be able to enhance their national capacity for carbon pricing and cooperative approaches. Through this workshop, countries will have a deeper understanding of the policy frameworks and regulations for Article 6 implementation that will enable them to develop country-specific roadmaps to guide the implementation of Article 6 mechanisms.
Objectives
- Provide decision-makers, policymakers, and technical representatives of governments in Asia with essential knowledge and tools to design, implement, and manage market-based carbon pricing instruments and cooperative approaches under Article 6 of the Paris Agreement.
- Strengthen the national capacity of participating countries to engage in international platforms related to Article 6 and carbon pricing by identifying and taking advantage of opportunities for collaboration with other countries and entities.
- Promote the exchange of knowledge between participating countries (South-South exchange).
- Guide the creation of a comprehensive roadmap to establish a policy and legal framework to support the adoption and effective implementation of Article 6 mechanisms.
Target Participants
- Government officials from six ADB developing member countries: Cambodia, Indonesia, Pakistan, Philippines, Thailand, and Viet Nam.
- International experts from the United Nations Environment Programme, the Institute for Global Environmental Strategies, IETA, the Global Environment Centre Foundation, and other international organizations.
