Committee will review the recommended FY23-28 CIP for parks, recreation and agricultural land preservation
The Planning, Housing and Economic Development (PHED) Committee will meet on March 2, at 9:30 a.m. to discuss the recommended FY23-28 Capital Improvements Program (CIP) for the Maryland-National Capital Park and Planning Commission (M-NCPPC), Department of Recreation and Agricultural Land Preservation Easement Project.
The members of the PHED Committee include Chair Hans Riemer and Councilmembers Andrew Friedson (Lead for Parks) and Will Jawando.

Review: The PHED Committee will review the recommended FY23-28 Capital Improvements Program (CIP) for the Maryland-National Capital Park and Planning Commission (M-NCPPC).
The M-NCPPC CIP request for FY23-28 is $265 million, an increase of $25.4 million or 10.6 percent over the amended FY21-26 CIP. The FY23-28 CIP consists of one new project and 40 ongoing projects. The County Executive’s recommended M-NCPPC budget is $254.5 million or a 6.2 percent increase from the previously approved budget.
A significant portion of the increase is due to the addition of a proposed $8.8 million to fund work the Commission will do on behalf of the County toward the County's MS4 permit. The County Executive’s recommended budget represents a $19 million, or 7.3 percent cut in the budget requested by M-NCPPC.

Review: The PHED Committee will review the recommended FY23-28 CIP for the Department of Recreation. The County Executive recommends a total of eight ongoing and two new recreation projects for the FY23-28 Recreation CIP, totaling $97.4 million. This is a decrease of $41.1 million or 29.7 percent decrease from the amended FY21-26 program.
The decrease is primarily due to substantial progress on the South County Regional Recreation and Aquatic Center. The decrease is partially offset by cost increases for the Kennedy Shriver Aquatic Center Building Envelope Improvement project, a new Holiday Park Net Zero Initiative project, and the addition of FY27 and FY28 funding for the Recreation Facilities Refurbishment Level of Effort project.

Recommended FY23-28 Capital Improvements Program (CIP) for Agricultural Land Preservation Easement project
Review: The PHED Committee will review the recommended FY23-28 CIP for the Agricultural Land Preservation Easement project, which provides funds for the purchase of agricultural and conservation easements under County Agricultural Land Preservation legislation. The purchasing of easements restricts certain uses on a property to ensure that it is preserved for agricultural and rural uses for future generations.
The County Executive recommends slightly more than $3.2 million in expenditures for the project in FY23-28, which is a decrease of $92,000 or 2.8 percent from the approved FY21-26 CIP. The decrease is due to changes in personnel costs included in the Project.

The Council and committees are meeting via Zoom because of ongoing construction and technology upgrades in the Council's Hearing Room and the inability to conduct meetings in a socially distant way in other areas of the Council Office Building with television broadcast capacity. Councilmembers continue to hold meetings in their offices by appointment.
