PENNSYLVANIA, October 26 - week in October each year to be "National Employ the Physically
Handicapped Week"; and
WHEREAS, In 1954, Congress directed the President's Committee
on National Employ the Physically Handicapped Week to work with
state and local authorities to promote job opportunities for the
physically handicapped; and
WHEREAS, In 1962, the word "physically" was removed to
acknowledge the needs and contributions of individuals with all
types of disabilities; and
WHEREAS, In 1988, Congress expanded the week to a month and
adopted its current name; and
WHEREAS, Thirty-one years after the signing of the Americans
with Disabilities Act, great progress has been made in removing
barriers to employment for those with disabilities, yet further
opportunities for progress exist; and
WHEREAS, The theme for this year, which marks 76 years since
the first observance of "National Employ the Physically
Handicapped Week," is "America's Recovery: Powered by
Inclusion"; and
WHEREAS, The theme was selected by the United States
Department of Labor's Office of Disability Employment Policy to
emphasize that people with disabilities have full access to
employment and community involvement during the recovery from
the COVID-19 pandemic; and
WHEREAS, "National Disability Employment Awareness Month"
coincides with the national celebration of "Disability History
Month"; therefore be it
RESOLVED, That the Senate recognize the month of October 2021
as "National Disability Employment Awareness Month" in
Pennsylvania.
