Hegira Health's Executive Director Carol Zuniga said, "42 years ago, with thousands of persons that had spent many if not most of their lives in state psychiatric institutions being discharged into community settings, and thousands more expected, the Psychiatric Intervention Center, now known as COPE, was founded.
