Elcano Royal Institute: Tindouf camps raise concerns

The Elcano Royal Institute, one of the world’s 50 best security and international relations think-tanks, published this February a report under the title “Towards a strategic renovation of Spanish foreign policy.”
More than 200 experts contributed to this report which proposes a new vision of Spain’s external relations with the world, taking into account regional changes and the complexity of the political and economic situation of the country.
The report underlines the strategic importance for Spain to establish with its southern neighbors a political approach that should aim to guarantee a safe Maghreb and Sahel.
Concerning the Western Sahara conflict, more specifically, the report calls on a solution based on autonomy under Moroccan sovereignty. The report also draws attention to the risk of creating a micro-state as claimed by the polisario.
According to this report:
“Tindouf Camps are home to other populations in addition to the Sahrawis, including immigrants from the Sahel, seduced by the international assistance provided to the camps. In the Sahel, there is the proliferation of jihadist groups and criminal gangs, thereby creating a new state populated by hundreds of thousands of people who are vulnerable to ongoing attempts of radicalization, which raises concerns beyond the Maghreb.’’
The institute concluded that resolving the conflict will a necessary step toward stability and peace in the region and beyond.
