PENNSYLVANIA, August 10 - (1) Except as otherwise provided in 58 Pa. Code Ch. 21
(relating to professional boxing), the referee may determine
the number of points to be deducted in each instance and
shall base the determination on the severity of the foul and
its effect upon the opponent.
(2) When the referee determines that it is necessary to
deduct a point or points because of a foul, the referee shall
warn the offender of the penalty to be assessed.
(3) As soon as is practical after the foul, the referee
shall notify the judges and both contestants of the number of
points, if any, to be deducted from the score of the
offender.
(4) Any points to be deducted for a foul shall be
deducted in the round in which the foul occurred and may not
be deducted from the score of a subsequent round.
(b) Low blow.--A professional contestant may not be declared
the winner of a competition on the basis of the professional
contestant's claim that the professional contestant's opponent
accidentally fouled the professional contestant by hitting in
the groin. If the professional contestant falls to the floor of
the ring or fenced area or otherwise indicates an unwillingness
to continue after a maximum of a five-minute rest period,
because of a claim of being hit in the groin, the competition
shall be declared to be a technical knockout in favor of the
contestant who is willing to continue.
§ 25B12. Accidental fouls.
(a) Determination.--If a professional competition is stopped
because of an accidental foul, the referee, with advice from the
ringside physician, shall determine whether the professional
contestant who has been fouled can continue or not.
