PENNSYLVANIA, August 10 - under 75 Pa.C.S. § 3744 (relating to duty to give information

and render aid).

"Motor vehicle repair facility." A commercial garage, shop

or other business operating within a city that repairs damage to

motor vehicles.

"System." The Jayanna Powell Hit-and-Run Direct Notification

System established in section 4.

Section 4. The Jayanna Powell Hit-and-Run Direct Notification

System Pilot Program.

(a) Establishment.--The Jayanna Powell Hit-and-Run Direct

Notification System Pilot Program is established in a city. A

city shall develop and maintain, in collaboration with the law

enforcement agency located in the city, a hit-and-run accident

notification system, to be known as the Jayanna Powell Hit-and-

Run Direct Notification System, that complies with this act. The

city shall implement the system no later than six months after

the effective date of this subsection.

(b) Notification requirements.--After a hit-and-run accident

resulting in serious bodily injury or death in a city, the

investigating law enforcement agency of the city shall directly

notify all motor vehicle repair facilities via the system. The

system shall allow the notifications to be received on a

cellular device or email.

(c) Information.--The information provided on the system

regarding the vehicle involved in a hit-and-run accident shall

include, as available, the following:

(1) Motor vehicle make, model, year and color.

(2) Issuing jurisdiction of the license plate.

(3) License plate number.

(4) Unique identifying characteristics.
