Regional Emergency Medical Services Study
Over the past quarter, FRCOG continued advancing its exploration of regional Emergency Medical Services (EMS) models across Franklin County. Staff expanded data collection on coverage areas, response times, budgets, call volumes, and staffing levels, and began reviewing the legal and logistical considerations tied to regionalization, including licensing, medical direction, and intermunicipal agreement structures.
To ensure the work reflects local needs, FRCOG held meetings with municipal leaders and initiated discussions with several West County towns to clarify priorities, concerns, and opportunities for collaboration. In parallel, EMS Directors in west county provided detailed operational and financial data that will help inform the development of a future draft budget for a potential regional EMS service. Staff are also evaluating potential service models, assessing their costs and benefits, and gathering broader community feedback to guide next steps.
WRHSAC Professional Development and Wellness Supports
WRHSAC provided funding for eight first responder leaders from Western Massachusetts to attend the International Association of Fire Chiefs (IAFC) Technology Summit. This national conference focuses on emerging technologies, data-driven decision-making, and innovation in fire and emergency services. Participation strengthened regional leadership capacity by exposing attendees to best practices, peer collaboration, and tools that support operational effectiveness, responder safety, and interagency coordination.
In the last quarter, WRHSAC also hosted the Acute Stress Adaptive Protocol (ASAP) training for 60 first responders across the region. ASAP is a peer-delivered, evidence-based early intervention designed to address acute stress and reduce post-traumatic stress symptoms in first responders. The training equipped participants with practical tools to stabilize stress reactions, support peers following critical incidents, and strengthen long-term resilience within their agencies and teams.
