Board Meeting Minutes

The Alabama State Board of Midwifery met on Thursday, August 14, 2025, to conduct business. Board members present included (1) Ms. Laura Reeder (Chair), (2) Ms. Christine Litas (member), (3) Ms. Noel Leithart (member), (4) Ms. Layla Brown (member), and Dr. Sharon Porterfield (Administrative assistant).  Dr. Joyce Loyd-Davis (member), Dr Pamela Smith (member), Mr. Chris Megginson (member), and Brad Chynoweth (attorney) were absent.

The Board meeting had been advertised on the Secretary of State’s website, by the Alabama Open Meetings Act. With a quorum of board members present, Ms. Reeder called the meeting to order at 5:06 pm.

Ms. Reeder reported that the proposed rules submitted in June had received no comments in the required time period and that the board needed to decide whether to move forward to certify them. After discussion, Ms. Litas moved that the board vote to certify the rules with no changes. Ms. Brown seconded the motion. Roll call vote: Ms. Litas aye; Ms. Leithart aye; Ms. Brown aye; Ms. Reeder aye. All were in favor.

With no further business to discuss, Ms. Brown moved to adjourn, and Ms. Leithart seconded. Ms. Reeder adjourned the meeting at 5:08 pm.
