Head of the OSCE Mission to BiH Visits Mostar, Highlights Key Reform Priorities and signs Memorandum of Understanding on Education

MOSTAR, 10 October 2025 - Head of the OSCE Mission to Bosnia and Herzegovina (Mission), Ambassador Rick Holtzapple, visited Mostar today for a series of high-level meetings with political leaders in Herzegovina-Neretva Canton, discussing priorities in the region and reaffirming the Mission’s commitment to supporting reforms that strengthen democratic governance, the rule of law, human rights and inclusive and quality education.

During his visit, Ambassador Holtzapple met with Marija Buhač, Prime Minister of Herzegovina-Neretva Canton, expressing appreciation for the long-standing and successful co-operation between the Canton and the Mission. They underlined the need for strong leadership and co-ordinated action to sustain progress on key issues such as curriculum reform, police modernization, and advancing the draft Law on Peaceful Assembly in line with international standards.

"Partnership at all levels of government is crucial for reforms that benefit all citizens," said Ambassador Holtzapple. "We are encouraged by the Canton’s continued commitment to these priorities."

The Ambassador met with Adnan Velagić, Cantonal Minister of Education, Science, Culture and Sports. They discussed the significance of inclusive and high-quality education as a cornerstone for long-term social and economic development. The meeting included the signing of a memorandum of understanding between the Mission and the Ministry, formalizing a shared commitment to comprehensive education reform.

"Quality education is key to building stronger communities and achieving meaningful, long-term progress," said Ambassador Holtzapple. "Sustained political will and leadership are essential for the success of curriculum reform."

In discussions with Džafer Alić, Speaker of the Cantonal Assembly, Ambassador Holtzapple welcomed steps toward greater institutional transparency and encouraged the timely adoption of the draft Code of Ethics for elected officials to strengthen public trust and accountability.

The Head of Mission also met with Mostar Mayor, Mario Kordić, welcoming City’s co-operation with the Mission and focusing on avenues to address challenges to community cohesion.

In a separate meeting, part of an ongoing series of engagements with political parties in BiH, Ambassador Holtzapple met with Nebojša Vukanović, leader of "Za pravdu i red," to discuss the political situation in Bosnia and Herzegovina in general and particularly in Republika Srpska. The Ambassador emphasized the Mission’s continued role as an impartial and principled partner, advocating for functional institutions and constructive political dialogue at all levels.

During his visit to Mostar, Ambassador Holtzapple also visited the newsroom of Bljesak.info, reiterating the Mission’s strong support for the protection of media freedoms and professional journalism.

The OSCE Mission to Bosnia and Herzegovina will continue supporting institutions at levels in building a more transparent, inclusive, and democratic society for the benefit of all its citizens.
