In April 2020, the Judicial Council of California responded to the COVID-19 pandemic by implementing an emergency bail order, sometimes called “zero bail,” to reduce viral transmission in courts and jails. The policy maintained cash bail for more severe offenses but set bail at zero dollars for most misdemeanors and felonies, sharply increasing the number of people who were immediately released after being arrested.
