Tenders worth €140,000 or more
EMA usually follows an open procedure for tenders worth €140,000 or more.
EMA may also publish a prior information notice (PIN) to indicate that it intends to launch an open call for tenders in the future.
Publishing a PIN in no way implies an obligation for EMA to follow up with a procurement procedure.

Tenders worth €15,000 - €140,000
EMA follows a negotiated procedure for tenders worth €15,000 - €140,000.
This involves publishing ex-ante advertisements (advance notices) of individual tenders for a minimum of two weeks. These allow suppliers to express their interest in a specific negotiated procedure.
EMA will then invite at least three or five candidates to submit an offer, depending on the value of the tender.
To express interest in a published call, you should:
- Create an account for the eTendering platform
- Select the relevant call
- Click on “Express interest” and fill in all requested information
You will receive an acknowledgement of registration after submitting your information.
Registration of your interest to participate in a negotiated procedure entails no obligation for EMA to send you an invitation to tender or to award you a contract.
