Judge Richard B. Ulmer issued his ruling in a lawsuit brought against PG&E by Winding Creek Solar LLC, an alternative energy company that has tried to compel PG&E to enter into a 20-year purchase agreement for the solar energy it produces under the Public Utility Regulatory Policies Act.
