A new and drastic plan Newsom has said will help solve California's growing homeless problem by getting treatment to those with severe mental health issues through a court-mandated plan. Advocates are concerned Gov. Newsom's new homeless plan, CARE Court, will strip people of their civil rights while not helping solve homelessness at all.
