Jana Kotalíková was born in Tábor where she attended the French-Czech Grammar School of Pierre de Coubertin. She continued to study French at the Philosophical Faculty of Charles University in the study programme of French philology. At the beginning of her studies, she taught French and English and worked in several language agencies. In parallel with French, she studied International Territorial Studies at the Faculty of Social Sciences, Charles University.

During her studies, she began working at the Prague City Hall, first as an assistant to the Mayor's Office Director and then she managed the unit of the Mayor of Prague Protocol for six years. She was involved in the protocol preparations of state visits, and high-level cultural and art events. She organised the reception of Pope Benedict XVI in Prague, the Dalai Lama or Prince Charles. Thanks to her experience not only with the diplomatic protocol, she later provided training and courses in etiquette.

In 2014, after Petr Fiala was elected as the Chairman of the Civic Democratic Party, she accepted the offer to become the spokesperson of the party. She held that post until 2019 when she went on her maternity leave. At the start of the campaign for elections into the Chamber of Deputies, she returned to ODS as a secretary of the campaign team.

Jana Kotlíková is married and has one daughter. She speaks French and English, she has played basketball all her life.
