NY Gov. Andrew Cuomo and Attorney General Barbara Underwood are ensuring that most sexual assaults and rapes of the disabled disappear

ALBANY, NEW YORK, UNITED STATES, August 31, 2018 /EINPresswire.com/ -- The Jonathan Carey Foundation has done extensive research and has found that both Governor Andrew Cuomo and Attorney General Barbara Underwood are blatantly ignoring the safety and civil rights of upwards of 1,000,000 New Yorkers with disabilities. This specific group of people that are among our most vulnerable are without question and undeniably treated as lower class residents of New York State. The unequal treatment and discrimination in civil rights is off the charts. Both Cuomo and Underwood refuse to ensure children and adults within the State’s mental health care system which includes all the private subcontracted facilities and group homes have equal access to 911 first responder medical and police services. Both Cuomo and Underwood are denying people with disabilities in most cases their NYS and US Constitutional rights to ‘equal protection of laws’ when they are victims of crimes. It is as if we were back 60 years or more in the civil rights movement, but the level of disdain and discrimination in civil rights that still exists today surrounds people with developmental, physical and mental disabilities, instead of African Americans.

All attempts to stop the civil rights and human rights atrocities by Civil Rights and Disability Rights Advocate Michael Carey and the Jonathan Carey Foundation which he founded have been ignored by both Cuomo and Underwood. The discrimination permeates the New York State’s mental health care system which remains extremely dangerous and rampant with sexual assault and rape crimes.

This press release is focusing on the fact that almost all reported sexual assaults by mandated reporters within these facilities and group homes are purposefully kept from local police and criminal investigations. Governor Andrew Cuomo has ordered these illegal activities which are without question wide-scale obstruction of justice and a criminal conspiracy, both state and federal crimes, to protect sexual predators, pedophiles and rapists within his agencies. Attorney General Barbara Underwood is fully aware of the State and federal crimes being committed but is doing nothing to stop them or hold those involved in the cover-ups accountable. AG Underwood is protecting Gov. Cuomo as this despicable corruption continues and countless lives are severely damaged.

Attorney General Underwood in a video she released on Twitter portrays herself as a champion fighting to protect the vulnerable, but she has done nothing to stop the civil rights atrocities occurring, nothing to stop the cover-ups of massive numbers of sexual assaults against primarily women and children with disabilities, nothing to ensure immediate 911 emergency services for people with disabilities, nothing to stop the protection of sexual predators of the disabled, nothing to stop sexual offenders from being placed with the disabled, nothing to prosecute the sexual predators or those covering-up their crimes, nothing to stop Governor Cuomo’s fraudulent Justice Center from concealing most of these sexual assault crimes from local police and county elected District Attorney’s etc., etc.

The four main motives that drive this corruption all surround massive amounts of money. Here are these motives;

• The protection of the massive Medicaid Fraud Ponzi Scheme
• The protection of hundreds if not into the thousands of multi-million dollar lawsuits
• The protection from class action lawsuits
• The protection of paying out crime victims funds

Governor Cuomo has met with Michael Carey in 2012 and has received hundreds of letters or emails from him since and Carey has spoken with Attorney General Underwood at the Capital and she has received nine certified or priority letters within the last three and a half months. The most egregious of state and federal crimes, civil rights and human rights atrocities continue to date in epic proportion. Countless sexual predators, pedophiles and rapists run wild in a corrupt mental health care system likened to an animal house.

According to official New York State documents, approximately 1300 sexual assaults within one of six of Cuomo’s agencies are reported annually and according to a well known study, see link below, only 3% of these sexual assaults and rapes will ever be reported. When doing the simple math, statistically the real numbers are well over 40,000 annually within one of Cuomo’s agencies.

This news story regarding a State employee/caregiver who is a pedophile will disgust you. Stephen DeProspero called Cuomo’s system “a predators dream.” DeProsero was caught by the feds in a porn sting or he would still be sexually assaulting disabled children in a State run group home today. "The lack of supervision there made it easy to do what I did," DeProspero said in a handwritten affidavit obtained by The Associated Press. "I could have stayed in that house for years and abused him every day without anybody even noticing at all. It was a predator's dream."
