It is time to remove and prosecute the bad apples in the “Big Apple” starting at the top with Governor Andrew Cuomo

This scathing investigative reporting series that came out throughout all of 2011 exposed New York State’s corrupt and extremely dangerous and deadly mental health care system. Instead of taking numerous emergency actions to protect 1,000,000 New Yorkers with disabilities, Governor Cuomo, instead, chose to continue the cover-ups of most sex crimes and deaths of people with disabilities.

The New York Times Editorial Board later blasted Governor Cuomo for his inaction and for his refusing to ensure the most basic steps to protect the disabled. The “Abused and Used” investigative series should have catapulted major reforms to protect our most vulnerable, including surveillance cameras and immediate and direct reporting to 911 call centers so local police can respond and investigate crimes. Cuomo, basically by his inactions, was saying, the hell with the disabled.

It is Governor Cuomo who is responsible for the massive Medicaid Fraud and Cover-Ups of most rapes of women and children with disabilities within his agencies, which are the most egregious crimes in New York State’s history.

Recently, Governor Cuomo reacted in a shocking and angry way to a women reporter, Karen Dewitt, when she asked the Governor about the State’s handling of sexual harassment and sexual abuse. Michael Carey met with NYPD Deputy Commissioner Susan Herman regarding these criminal and civil rights atrocities because most crimes against the disabled within the New York City borders are being covered up by Cuomo’s bogus Justice Center. New York City residents with disabilities are being denied 911 emergency services and they are being denied the constitutional right to - equal protection of laws. The New York State Comptroller’s office audit of the Justice Center’s operations, which was also requested by Michael Carey and requested to determine what crimes against disabled New Yorkers did or do go to local police was obstructed by Governor Cuomo and his top staff.

Upon a further discussion with Comptroller DiNapoli after the release of their audit, Michael Carey asked Comtroller DiNapoli how many of the substantiated cases of abuse, that are almost all felonies, were or were not reported to the police? Comptroller DiNapoli’s response was “I don’t know, I will have to get back to you.”

A week or so later here is the response from the Comptroller office, which came to Michael Carey by email on April 5, 2017;

“As we discussed, when the Justice Center provided to our auditors the population of substantiated cases, they did not provide us with information related to whether the cases were referred to 911 or other law enforcement.”

There is only one reason to hide this information regarding what reported crimes did or did not go to local police from an official audit and the general public, which is to cover-up illegal activities. Governor Cuomo is an extreme danger, he is directly involved in a sex cover-up scandal similar to the Catholic Church pedophile priest scandal exposed in 2002. Staggering numbers of women and children with disabilities within Governor Cuomo’s mental health care system are being sexually assaulted and raped by known and previously caught sexual predators, pedophiles and rapists. Governor Cuomo has cut deals with the unions to protect sexual predator New York State employees. Governor Cuomo has continued to shuffle or jockey around these sexual predator caregivers from group home to group home, just like the Catholic Church leaders moved pedophile priests from parish to parish.

No longer can 911 call systems, local police and local courts be bypassed. 911 call systems must be immediately called by all mandated reporters regarding all sexual assaults and rapes, as well as obviously all other assault crimes, medical emergencies and deaths. Currently, under Governor Cuomo’s directive, almost all sex assault and rapes of people with disabilities which are obviously crimes disappear internally, they are covered-up. This evil and these gross injustices must be stopped and the people involved in the greater crimes, the obstruction of justice and criminal conspiracy to protect sexual predators, pedophiles and rapists must be held fully accountable.
