ALBANY, NEW YORK, UNITED STATES, November 1, 2017 / -- Make no mistake about it; the horrific terror attack yesterday in New York City is tragic and incomprehensible. But the numbers of dead and injured simply pale in comparison to what occurs in N.Y. on a regular basis. Everyone must know the truth about what is going on with the full knowledge of the Governor of New York State. We have a dangerous and abusive mental health care system. More innocent people die every day in Governor Andrew Cuomo’s deadly system and statistics strongly indicate a large percentage of these are preventable deaths caused by gross negligence. The astronomical numbers of deaths internally reported on average every day are between 11 and 13, every single day. The governor’s top official, Jay Kiyonaga, has been knowingly directing deaths to be internally investigated by provider agencies where the deaths occurred – Kiyonaga is part of the scheme to cover-up negligent deaths.

It is as if this “specific group of people” who have autism, developmentally disabled or struggle with mental health issues are expendable and/or disposable to New York State. Most deaths occurring in State run or private facilities and group homes are never reported to local police, County elected District Attorney’s or even County Medical Examiners or Coroner’s. Quite frankly these practices are not only discriminatory, they are grossly illegal. It is obstruction of justice to keep crimes that occur against any citizen of our country from law enforcement authorities and local courts, but this is exactly the crime that Governor Andrew Cuomo has committed and he did it following a massive New York Times investigative reporting series titled “Abused and Used” which was a runner up for a Pulitzer Prize. A series that exposed the horrific truth about the state of NY’s health care system. .

Governor Cuomo’s agency deceptively titled “the Justice Center” is not a Justice Center at all and is in fact primarily a whitewash/cover-up entity where the vast majority of internally reported physical and sexual assault crimes, as well as criminally negligent deaths of our most vulnerable, disappear. The failed and corrupt State agency was simply renamed and relocated by Governor Cuomo to give an appearance of change and reform, but in all reality, it was set up to continue the cover-up crimes and deaths. When crimes are purposefully kept from 911 and local authorities just about anything can be covered up and this is exactly what is happening in New York State with Governor Andrew Cuomo’s full knowledge and directive.

Here is just a sample of a small fraction of deaths of people with disabilities living in residential care facilities as reported on by the New York Times in this extremely damning investigative reporting series The title and this enlightening piece paints a clear picture of wide-scale deaths of our most vulnerable – “In State Care, 1,200 deaths and Few Answers." What is going on behind closed in Governor Cuomo’s mental health care system is without question a culture of death and cover-ups . To hide and conceal damaging information and facts from authorities, as well as from families and the media, Governor Cuomo took defensive actions following the award winning “Abused and Used” series as exposed in this AP News pieces titled, “Cuomo’s office tightly controls records” . As reported in this news story and directly quoted;

"Gov. Andrew Cuomo took office four years ago promising the most transparent administration in history, but journalists and advocacy groups say his office instead tightly controls requests for public records on anything controversial and routinely delays or denies their release.

For decades, responding to requests under New York's Freedom of Information Law was the responsibility of individual state agencies. Current and former state officials say that began to change a year into Cuomo's administration, and now such requests are often routed through the governor's legal counsel.

Travis Proulx, former director of communications for the state Office for People with Developmental Disabilities, said the shift was a reaction to an embarrassing story — a 2011 New York Times series on abuse of the disabled in state care that was based largely on public records.

"The agency FOILs records officer became a phone operator, not the point person," Proulx said. "All the process was taken out of their hands and their judgment and placed with the Second Floor," he said referring to the governor's offices on the second floor of the Capitol in Albany."

The tragedy of it all is that Governor Cuomo had the perfect opportunity to take numerous steps in 2011 to prevent further loss of innocent lives that could easily be saved, but instead he chose to do nothing. Many horrible deaths within care facilities and group homes are preventable. Governor Cuomo could have worked with Jonathan Carey’s father Michael to finally guarantee this extremely vulnerable group of people equal access to 911 emergency medical and police first responders. But the governor basically said to hell with the disabled and their equal rights. Jonathan Carey was only 13 years old when he was killed by his caregivers, Jonathan was developmentally disabled and had autism . Thousands die in New York State run or privately subcontracted facilities, between 4,000 and 5,000 a year and most of these deaths are never reported to County Medical Examiners and Coroners. The law requires all of these deaths to be investigated and the cause of death to be determined by County Medical Examiners or Coroners, yet New York State is ensuring that most never will be. New York State is not above the laws or the constitution and not only must they be exposed for this corruption and the purposeful cover-ups of most negligent deaths, they must be stopped. Here is a tiny glimpse into some deaths from the Times series . It is not just the Jonathan Carey Foundation alone that is exposing these horrors and atrocities and saying that Governor Cuomo has done nothing significant to stop or prevent them; the New York Times is saying the same thing . It is time to genuinely reform New York State extremely dangerous and deadly mental health care system.

How can a person with a disability living outside of their family home have any chance if 911 is not called when they are victims of crimes or in medical distress?
