Cuomo’s renamed and relocated Justice Center is not a Justice Center, but a fraud, deeply rooted in corruption and criminal cover-ups of crimes and deaths

Governor Cuomo’s Justice Center is a fraudulent whitewash entity where most reported crimes to this entity disappear. Governor Cuomo’s Justice Center is keeping most reported crimes and deaths of people with disabilities that occur in known unsafe State or privately sub-contracted facilities and group homes from local authorities, including elected District Attorney’s and Medical Examiners or Coroners. Governor Cuomo’s wrongfully named, “Justice Center” is not a Justice Center, but instead an important part of a corrupt scheme to guard and cover-up most crimes against people with disabilities, including numerous criminally negligent deaths. Evidence and key documents obtained through Freedom of Information Law (FOIL) requests reveal that witnessed and reported crimes numbering in the many thousands were and continue to be purposefully kept from County elected District Attorney’s so that they would never be prosecuted. All along Governor Cuomo and his administration have portrayed his Justice Center as a legit law enforcement entity to the general public, as well as to all New York State Counties and law enforcement agencies, which is not true. What really has been occurring is one of the most egregious and heinous scams and criminal schemes imaginable which involves covering up most reported crimes including criminally negligent deaths of some of the most vulnerable. Almost all reported sexual assaults and deaths of the disabled in NYS numbering in the many thousands annually are never criminally investigated and disappear internally. Governor Cuomo’s scheme of a Justice Center is the ultimate fox guarding the hen house scenario. New York State is guarding their corrupt, extremely dangerous and deadly, as well a lucrative mental health care system with a vengeance.
The former Executive Director of Governor Cuomo’s Justice Center, Jeff Wise, is publicly quoted saying some extremely damning things regarding its operations in a July 15, 2013 Spotlight News article titled. “State’s new Justice Center makes Bethlehem its home.” First, “Wise said the Center is not a first response team” yet legitimate police agencies are first responders and they are independent. This State agency is not independent which has a direct conflict of interest to make cases disappear. For everyone else in New York witnessed crimes would be immediately reported to 911, not so for the disabled, which is discrimination. Second, Wise is directly quoted saying, “We’re meant to be an added level of security,” he said. “Our special prosecutor is meant to assist local district attorney’s when needed.” Cuomo’s Justice Center was set up to continue the massive cover-ups by fielding the criminal complaints, numbering in the thousands monthly, instead of the alleged crimes going to the normal 911 call systems so that local police can immediately respond and investigate. Cuomo’s Justice Center would then simply keep most crimes reported to them from being reported to County elected District Attorney’s, leaving local DA’s unaware in most cases of crimes including deaths that occurred within their own county. This scheme ensures that most crimes committed against the disabled in NYS will never be prosecuted.
The extremely damning Justice Center Special Prosecutor Patricia Gunning email to County District Attorney’s dated October 14, 2015 reveals that she “will begin sending case referrals for matters that have been called in to the Vulnerable Person Central Register (VPCR) so that your office may investigate and prosecute as you deem appropriate.” This email reveals that many thousands of criminal cases were not referred to County elected District Attorney’s from June 30, 2013 to October 14, 2015. Most reported criminal cases were never criminally investigated and covered-up internally between this time period and since according to other documents obtained through FOIL which demands federal criminal investigations by US Attorney Preet Bharara. Governor Cuomo has been aware of and part of this corruption scheme for many years. Governor Cuomo has been personally involved in the initiation of this Justice Center fox guarding the hen house scheme which is likened to organized crime.

New York State, under the guise of a “Justice Center” is hiding and concealing most of the witnessed and reported crimes, the severe injuries and loss of innocent life as a direct result of the known fraud and corruption. The corruption surrounding the disabled involves Governor Cuomo and many other top New York State officials who have chosen to look the other way to keep their jobs.
This worst type of corruption must be stopped now. The cover-ups of rapes and deaths of innocent children and adults with disabilities or those struggling with mental illness are far greater crimes than the original crime because protecting these individuals allows them to almost certainly rape or kill other innocent victims. People entrenched in this culture of corruption believe they must hide the severe damages, injuries and deaths resulting from their grossly negligent actions. The shameful, extremely negligent, corrupt and deadly New York State mental health care system and the Justice Center cover-up entity must be exposed for what it really is. This Unjust Center must be shut down and the normal 911 call systems and criminal justice system in place for everyone else can no longer be bypassed for the disabled. To understand the magnitude of what is going on you must see the numbers of innocent and extremel vulnerable people affected. Most physical and sexual abuse and neglect of the disabled will never be witnessed and reported, yet over 7,000 calls on average are called into Governor Cuomo’s Justice Center internal abuse and death hotline every month. Here is the exact quote, “State and private providers should continue to review/investigate deaths in their programs, unless informed otherwise by the Justice Center.” Keeping deaths hidden from local authorities and internal? There is only one reason for this type of activity. Governor Cuomo knows that there cannot be a greater conflict of interest and that this is illegal and criminal obstruction of justice, but this is the agreement the State has with their providers which is about protecting them and their employees from litigation and obviously prosecution.
The website of the former Commission on Quality of Care (CQC) which has decades of history of keeping almost everything from local authorities is now called the Justice Center. This fraudulent entity states that they are about protecting people with special needs from abuse and neglect, but it really is about protecting the abusers and those providing negligent and unsafe care and services. Governor Cuomo’s fraudulent whitewash entity is about making almost all reported crimes, staggering numbers of reported physical and sexual assaults, including criminally negligent deaths disappear.
Attorney General Schneiderman, along with Disability Rights New York (DRNY) has also been protecting and shielding Governor Cuomo and his fraudulent whitewash entity and many other top State officials involved for years. DRNY must be removed and investigated as well by US Attorney Preet Bharara. Attorney General Schneiderman also must be investigated by the feds for his involvement; he has been and continues to ignore the State and federal crimes occurring, the gross discrimination in civil rights against the disabled, as well as the safety, health, rights and lives of upwards of 1,000,000 New Yorkers with disabilities in extreme danger of severe harm or death. When such heinous crimes are orchestrated by top levels of government in such ways and government officials believe they are above the law, society is in grave danger because of the lawlessness.
