Vitaly Khatkov is put in charge of Department 817 responsible for economic analysis and pricing policy.

Vitaly Khatkov was born in 1969 in the Tomsk Region. He graduated from Tomsk Polytechnic University in 1992, majoring in oil and gas wells drilling, in 2012 – from International Management Institute St. Petersburg (IMISP).

Between 1999 and 2001 – Head of the Budget and Finance Directorate, Russian Federation Ministry of Energy.

Between 2001 and 2003 – Deputy Head, Head of the Energy Resources Division of the Energy and Natural Resources Department under the Russian Government Administration.

Between 2003 and 2004 – Deputy Head of the Administrative Department, Head of the President’s Secretariat, RZD (Russian Railways).

Between 2004 and 2014 – Deputy Head of the Pricing and Economic Expert Analysis Department, Gazprom.

In 2015 – Deputy Head of Department 817, Gazprom.

Elena Karpel, former Head of Department 817 left her post due to retirement.
