Visa Europe has ruled that, beginning on December 31, 2012, banks should only allow merchants to use merchant agents that have proven their PCI compliance and been registered, on a list, by VISA Europe.

The term 'agent' includes any entity that provides payment or payment-related services to merchants such as digital wallet providers, payment processors, shopping cart software solution providers, and web hosting companies. Currently, there are only 45 approved Visa Merchant Agents.
