PENNSYLVANIA, September 25 - WHEREAS, It is incumbent on the Commonwealth to ensure that
crime victims are able to get their property back in a timely
manner with minimal to no cost to them; and
WHEREAS, Due to no fault of their own, many crime victims are
forced to pay high fees in order to have their vehicle or other
property returned to them after their vehicle or other property
is released from evidence; and
WHEREAS, Crime victims should not have to pay the price for
actions done by criminal actors; therefore be it
RESOLVED, That the Senate direct the Legislative Budget and
Finance Committee to conduct a study on costs to crime victims
regarding the impoundment and holding of their vehicles and
other property as part of crime investigations and to issue a
report of its findings to the Senate; and be it further
RESOLVED, That the study include findings regarding:
(1) the cost to a law enforcement agency to impound and
hold a vehicle or other property as part of a crime
investigation;
(2) the cost to a municipality to impound and hold a
vehicle or other property as part of a crime investigation;
(3) feasible alternatives to the impoundment and holding
of a victim's vehicle or other property, including a review
of current practices for the impoundment and holding by a
municipality;
(4) best practices of a county to eliminate out-of-
pocket costs to a crime victim when the crime victim's
vehicle or other property is taken as part of a crime
investigation;
(5) the cost that a crime victim may incur in order for
the crime victim's vehicle or other property to be returned;
