WORKSITE PERMIT ISSUED FOR FLUIDSTACK DATA CENTER PROJECT
Cameron County is providing notice to the public that a worksite permit has been issued to Fluidstack for the construction of a closed-loop-technology data center facility located east of FM 509 and west of FM 106 in the unincorporated area of Cameron County near Valley International Airport in Harlingen, Texas.
A worksite permit allows a company or developer to make changes to a piece of land before constructing any buildings. Such changes include clearing and grading of land, installing utilities, building surface infrastructure such as streets and parking lots, and building of retention ponds or other stormwater management infrastructure.
The issuance of the permit follows the County’s mandatory review of the application and associated materials submitted by the company. As part of the permitting process, Fluidstack has agreed to voluntarily comply with the provisions outlined in Cameron County Resolution No. 2026R04056, as well as directives issued by Governor Greg Abbott related to data center development in Texas.
“Cameron County’s role in development is to review permit applications and ensure compliance with applicable laws and regulations,” said Cameron County Judge Eddie Treviño, Jr. “Cameron County is obligated by state law to issue a permit once a business meets all requirements, however, the issuance of a permit does not alter the County’s responsibility to monitor compliance with established standards and conditions throughout the development process.”
“The County recognizes that residents have expressed a range of opinions regarding data center development in Cameron County. County officials will continue to work with state agencies, utility partners and the developer to ensure that all applicable requirements are met, and local concerns are addressed,” stated Judge Eddie Treviño, Jr.
Site improvements are expected to begin following the issuance of the worksite permit. Future permits will be required for Fluidstack to begin building construction.
Cameron County is not providing a tax abatement for this development.
