Spokane County Sheriff’s Deputies Make Several Arrests Within Designated Evacuation Zones
From August 1 through August 11, 2026, Spokane County Sheriff’s Deputies working fire-emphasis patrols made several arrests in Level 2 and Level 3 evacuation zones. They contacted multiple people in these areas, verifying whether they lived nearby or were there for some possible nefarious reasons. These contacts resulted in three arrests for various warrants. At this time, we have no known, verified reports of looting in the Spokane County fire areas.
10107956 - Joseph D. Logue (43) was operating a motor vehicle in the vicinity of N. Five Mile Road and N. Alberta Street on August 1, 2026, at approximately 7:00 pm. This area had been evacuated and was a current Level 3 evacuation zone at the time of the stop. Logue did not have a residence in this area and claimed he was a volunteer DNR firefighter, which was verified as false, and that he was there to hand out water to citizens. Logue was arrested on a Spokane Municipal Court Vehicle Prowling 2nd Degree warrant. The other adult male passenger was escorted out of the evacuation zone.
10109012 – On August 3, 2026, at approximately 6:00 pm, John O’Connor (35) was contacted when Deputies responded to a suspicious vehicles call in the 15700 block of Adeline Lane. He and another male were parked in separate vehicles on private property. This area was an active Level 3 evacuation zone at the time of contact. Both stated they were in the area attempting to help citizens. O’Connor was arrested for a civil bench warrant, and the second male left the area in his own vehicle.
10111748 - Matthew M Savage (34) was contacted in the vicinity of N. Monroe Road and N. Hazard Road on 08/08/2026 at approximately 3:50 am. Savage, who doesn’t live in the area, was operating a motor vehicle in the Level 2 evacuation area, coming from Suncrest after picking up his wife from work. He was arrested on a misdemeanor warrant for Driving with License Suspended 2nd Degree and another for Driving with License Suspended 3rd Degree.
10112693- Jonas J. Leblanc (50) was contacted on August 10, 2026, at approximately 3:15 am, while on foot in the 300 block of W. Koda Court in Spokane, Washington. This area was a Level 3 evacuation zone at the time of the early morning contact. Leblanc was reported as a suspicious male who was knocking on doors in this vicinity, stating he was out of gas. Leblanc, who originally provided a false name to identify himself, was taken into custody with a confirmed civil bench warrant and a misdemeanor DUI warrant. He was also arrested for making false statements to law enforcement and later transported and booked into the Spokane County Jail.
