August 6 - Commission Meeting Highlights

Presentations: 

Public Hearings:

  • There were 3 with no opposition and all passed: Z-26-0015, Z-26-0016, Z260017

All resolutions were passed at one time except for resolution 10 and 17 were pulled for separate consideration. On resolution 10, Commissioner Knight added $2,500. Resolution 17, was executing a Memorandum of Understanding on the sale of the old Cooper Green Hospital. (See discussion in Pre-Commission meeting on Tuesday) Commissioner Scales was not present, Commissioner Knight and Bolin approved, Commissioner Stephens abstained, and Commissioner Tyson voted no. So the resolution passed.

Economic Development:

  • The Commission approved tax abatements for a new U.S. Steel Quench and Temp technology project that will support steel pipe production, create 152 jobs with an average wage of $35.36 an hour, with a capital investment of $463 million. The abatement package and jobs grant is capped at $456,000. 

Commission District 1 - Commissioner Scales

  • District Paving Grant for $12,500 with the North Smithfield Manor and Greenleaf Heights Community League for the NSMGH Park Paving Project that is owned by the County but leased to NSMGH.

Commission District 2 - Commissioner Tyson

  • Community Grant to Brenda's Brown Bosom Buddies for $17,500 to assist with programs that promote cancer awareness. ($10,000 - D2, $2,500 - D3, $2,500 D4, $2,500 D5)

Commission District 3 - Commissioner Stephens

  • Community Grant with McAdory Youth Football and Cheer Association to assist with purchasing equipment, mobile cooling fans, and mobile hydration stations for the park. 

Commission District 4 - Commissioner  Knight

  • Community Infrastructure Agreement with the City of Pinson for $75,000 to assist with the installation of lighting and the paving of additional parking spaces at the Pinson Sports Complex
  • Community Infrastructure Agreement with the Town of Morris for $100,000 to assist with the modernization improvements to the town's ballpark.
  • Community Grant to the City of Fultondale for $50,000 to assist with the purchase of a new police patrol vehicle. 
  • Community Grant to ACTA Theatre for $20,000 to assist with the purchase of equipment to aid in the ability to perform musical theatre and concerts.
  • Public Service Grant Agreement for $25,000 for UAB Athletics Bartow Arena Renovations for fiscal year 2025-2026.

Commission District 5 - Commissioner Bolin

  • Community Grant to the City of Leeds for $10,000 to assist the Leeds Police Department with the purchase of a community/emergency drone. 
  • Community Grant to Homewood Theatre for $5,000 to assist with the enhancement of education programs. 
  • Resolution authorizing the execution of a Community Grants program agreement with Brother Bryan Mission for $10,000 to assist with its New Life Program and Exodus Program. 
  • Community Grant with Sidewalk Film Center & Cinema for $25,000 to assist with its current expansion project. 
  • Community Grant with Firehouse Shelter for $10,000 to assist with ongoing day-to-day operation for individuals experiencing homelessness. 
  • Community Grant to the Vestavia Hills Police Foundation for $10,000 to assist with the purchase of National Integrated Ballistic Information Network.
