1. Message from Auditor Blaha

Happy Halloween! I hope your day is spent with creative costumes, too much candy and some top-tier trick-or-treating.

2. Available: 2026 User Authorization Form

The 2026 User Authorization Form is now available for download from the OSA website. The form authorizes the OSA to grant reporting access and submission rights to the State Auditor’s Form Entry System (SAFES) and certain offline documents through the 2026 calendar year on behalf of a local government entity (including a fire relief association) to someone who is not an officer, employee, or trustee of the entity.


3. TIF: Regularly Review Terms of TIF Obligations

To avoid making improper payments with tax increment funds, an authority should annually or regularly review the terms of any bonds, notes, loans, or contracts to which tax increment is obligated.

4. Avoiding Pitfall: Depositories – Federal Deposit Insurance

Government entities must designate their depositories as provided in Minn. Stat. § 118A.02.

All public funds on deposit must be protected by deposit insurance, provided by the Federal Deposit Insurance Corporation (FDIC) or the National Credit Union Administration (NCUA), pledged collateral or surety bond.

To verify that a potential depository is an FDIC-insured bank or savings association, visit the BankFind Suite and use the Search function.

Similarly, credit unions with federal deposit insurance can be identified on the NCUA website. To determine if a credit union has federal insurance, go to the NCUA website and look up your credit union information using the credit union’s name, address or zip code.
