Senator Vincent Hughes and Sec. Russell Redding

Harrisburg, PAJuly 2, 2024 − Yesterday, Senator Hughes’ Senate Bill 645 passed in the Pennsylvania House of Representatives. The bill passed in the Senate on June 27, 2024.

The legislation will now head to Governor Shapiro for signature and final passage.

“I’m proud to deliver for Philadelphia communities and provide an important tool to support the transformative work residents are doing to beautify and clean up their neighborhoods,” said Senator Hughes. “We created this legislation to make sure Pennsylvania law empowered Philadelphia residents. I’m thrilled to see this community-first bill pass in the House and now head to Governor Shapiro’s desk.”

Senator Hughes has been a strong advocate for a collaborative approach between all levels of government- state, local, and federal- to drive direct change in neighborhoods and get community members engaged in the effort. He helped lead the creation of the state’s VIP grant program in 2018 which focuses on preventing gun violence by investing in local, community organizations. He has also partnered with federal and city leaders to secure investments in affordable housing projects, playgrounds, and community spaces throughout the 7th District.

SB645 provides yet another opportunity for local residents to reclaim their neighborhoods, this time by addressing the beautification of vacant land.
