MPD Makes Arrest in a 1990 Homicide
Detectives from the Metropolitan Police Department's Homicide Branch announce a woman has been arrested for the 1990 homicide of 34-year-old Norman Rich, of Northeast, D.C.
On March 28, 1990, members of the Metropolitan Police Department’s Fifth District responded to a shooting in the 500 block of M Street, Northeast. When they arrived, they located Rich, inside of a residence, with gunshot wounds. He died at the scene.
As a result of the detectives’ investigation, 66-year-old Sheila Brown, of Annapolis, MD was indicted, in DC Superior Court, on charges of Second Degree Murder and Obstruction of Justice. On Wednesday, March 27, 2024, Sheila Brown was arrested, pursuant to a DC Superior Court bench warrant, by members of the Annapolis Police Department and the United States Marshals Service.
The detectives’ investigation revealed that this case was domestic in nature.
