Media Question: (On confidential funds)
Senator Risa Hontiveros (SRH): Oo nga eh. Oo may maanghang na patutsada pa tungkol sa confidential funds ng OVP ug DepEd. Pero lagi kong pinipilit na ibalik naman sa isyu kasi dili naman yan isyu na drama, dili naman yan isyu ng respect. Well, ang respect na hinahangad mula sa bawat isa sa amin na nagtatrabaho sa gobyerno may respeto sa mamamayan, eh ang mamamayan ang nagbabayad ng buwis. Respeto sa mga institusyon ng ating gobyerno lalo na ang Kongreso na naga-appropriate ng budget. So doon ang importanteng focus: Yung klarong paliwanag, yung accountability. Kaya nga yung wish namin sa Senate Minority Bloc na makapag-pass ng maayong budget ay isang policy direction ay ilipat yung mga confidential funds sa line item budgets. Siguro mas maa-account ng mga department, ng office at/o ilipat yung mga confidential funds sa intelligence funds ng mga totoong may intelligence mandates. Halimbawa, yung Coast Guard, yung Philippine Navy, yung National Intelligence and Coordinating Agency, alami na karon na grabe yung pressure sa Pilipinas mula sa Tsina sa West Philippine Sea.
Media Question: So hindi na talaga kailangan magkaroon ng formal confidential funds sa Office of the Vice President?
SRH: Tingin ko, if ever, limitado lang. Pero hindi ko pa nga alam in what way, kasi kailangang i-justify nung office. Rasonable naman ang Kongreso. We really try to be very professional about these issues. Tulad ng alinmang pamilya or household, tulad ng anumang kompanya kunyari sa private sector, hindi naman kami special sa gobyerno. Kami din, dapat mag-justify ng budget para ang limitadong resources na mayroon ang gobyerno ma-appropriate sa mga tamang line items, ma-account, maayos every year para ma-optimize, ma-maximize yung masikip na fiscal space. Magkaroon talaga ng value for money ang bawat piso at sentimo na responsable ang gobyerno, at galing naman sa mamamayan.
