Senate Key Vote: Support the McConnell Amendment, No. 183
Dear Senator,
On behalf of more than 1.7 million Americans for Prosperity (AFP) activists in all 50 states, I urge you to support Senate Minority Leader Mitch McConnell’s amendment (S. AMDT. 183) to the pending SBIR/STTR Reauthorization Act. The McConnell Amendment embraces Senator Inhofe’s Energy Tax Prevention Act (S. 482) that prevents the EPA from regulating greenhouse gases under the Clean Air Act, something it was never designed or intended to do.
Additionally, I urge you to reject two sham amendments offered by Senators Baucus and Rockefeller, neither of which will alleviate the painful economic impact or the threat to the separation of powers.
I urge you to vote Yes on the McConnell Amendment No. 183 and to reject the Baucus and Rockefeller Amendments, No. 236 and 215 respectively. AFP will rate these votes in our congressional ratings.
The Obama administration’s attempt to use a decades-old statute to advance climate change policy via an unelected bureaucracy must be stopped. The American people have spoken out loudly and repeatedly against the higher energy costs and lost jobs that would result from the EPA distorting the Clean Air Act. Despite massive congressional majorities over the past few years, President Obama was unable to push climate regulations through Congress, now he is trying to go around Congress. The McConnell Amendment cleanly preempts EPA’s actions and reminds the Agency that Congress never intended them to regulate greenhouse gas emissions.
The Baucus Amendment (S. AMDT. 236) codifies the so-called Tailoring Rule, which is EPA’s unilateral attempt to rewrite the Clean Air Act so that it would only have to regulate the sources it wants to. Baucus claims this amendment will protect farmers and small businesses from the regulations. However, the American Farm Bureau opposes this amendment for the same reason that we do: it fails to protect farms, small businesses or the rest of the country from higher energy costs and increased price of goods. The Rockefeller Amendment (S. AMDT. 215) accomplishes even less. Although the amendment claims to delay these regulations for two years, it is of little practical benefit because as of January 2, 2011 the EPA already requires PSD permits for greenhouse gases. The Rockefeller Amendment is not a viable solution.
I urge you to vote Yes on the McConnell Amendment No. 183 and to reject the Baucus and Rockefeller Amendments, No. 236 and 215 respectively. AFP will rate these votes in our congressional ratings.
