Question: Regarding the Comprehensive Nuclear Test Ban Treaty (CTBT), India, and the Nonproliferation Treaty (NPT), what is the U.S. position and how can you reconcile that position with support for India becoming a permanent member of the UN Security Council?

Answer: There has been no change in the U.S. position regarding nuclear nonproliferation and disarmament. President Obama’s April 2009 speech in Prague envisioned a world without nuclear weapons. The United States and India share this vision, and we will continue to work together toward that goal.

India plays a significant and responsible role in the world today, and the UN Security Council should reflect the realities of the changed world of the 21^st Century. There is absolutely no contradiction between that recognition and U.S. commitment to the NPT.
