Public procurement strategy increases State confidence
Luanda, ANGOLA, December 20 - The strategic public procurement plan 2018/2019, approved Thursday by the Economic Commission of the Council of Ministers, aims to improve budgetary discipline and increase confidence of State.,
The deputy director of the National Public Procurement Service, Saidy Fernando, said the document aims to create an environment conducive to improving the budgetary discipline of contracting public entities.
Saidy Fernando was speaking to journalists after the 12th session of the Economic Commission of the Council of Ministers, chaired by the Head of State, João Lourenço.
He emphasized that it is intended to guarantee a set of principles and mechanisms that protect the State in preparing contracts.
According to the official, the strategy is based on fundamental pillars, taking into account the legal and regulatory framework, the management and organization capacity of the contracting companies and mechanisms for integrity and transparency.
He acknowledged the need to regulate public procurement as one of the most attractive deals and to develop trust and transparency in the process.
