Govt considers implementing local government system in 10 years

Luanda, ANGOLA, October 15 - Angolan government is studying the possibility to launch the local authorities system across the country in a tern-year period, said Monday the president João Lourenço. ,

 

João Lourenço announced this while delivering his speech during the State of the Nation address at Parliament building, to mark the opening ceremony of legislative year.

 

The Draft Law on "Organisation and Functioning of Local Authorities", one of the five others subject to the public discussion, provides for gradual implementation of local government system in 15 years, favouring the municipalities with greater socio-economic development.

 

The text stipulates that the implementation process in the other municipalities should be done in sequential and gradual steps, at the beginning of each electoral cycle, every five years.

 

The statesman said that the public consultation (held between last June and July) on the local authorities revealed two trends.

 

The first trend, he explained, points to the gradual implementation, while the second suggests simultaneous launch of the process.

 

As for the second trend, the president said that in view of being the first experience for the country - comprising 164 municipalities – his supporters dismiss this (second) option.

 

João Lourenço said that in due time the National Assembly will discuss the conclusion of the local government process, scheduled for 2020.
