Luanda, ANGOLA, September 26 - The Ex-CEO of Angola’s Sovereign Wealth Fund (FSDEA) José Filomeno dos Santos received the most serious precautionary measures, preventive detention, due to the seriousness of his accusation, said Tuesday the Angolan lawyer Esteves Hilario. ,

 

José Filomeno dos Santos is accused of four crimes, namely criminal association, influence peddling, fraud and money laundering, allegedly practiced while FSDEA CEO.

 

Also accused in the case is another former fund manager, Angolan-Swiss businessman Jean-Claude Bastos de Morais.

 

Speaking to Angop, Esteves Hilário pointed to other more lenient measures that could be applied.

 

He quoted the payment of a deposit, identity and residence term, restriction of exit, among others.

 

According to him,  all  depends on his personal situation, allegedly, committed the facts.

 

The jurist recalled that pre-trial detention applies in cases in which the other measures are not sufficient to safeguard public order and third parties.

 

This includes  in situations where he/she is at liberty, when jeopardizing the investigation work, hiding evidence or coercing witnesses.

 

Also remanded in custody are the former Minister of Transport Augusto Tomás, the former deputy director general for the Technical Area of ​​the National Boots Council Rui Manuel Moita, and the Financial director of the same entity Isabel de Ceita Bragança.

 

 

José Filomeno dos Santos already had the least serious measure in charge with transferring 500 million Euros  from the National Bank of Angola (BNA) to a UK-based account.

 

The measures are part of João Lourenço’s crackdown on corruption, nepotism, impunity and flattery, described as a priority in his governance programme.
