Luanda, ANGOLA, July 7 - Jurist, university professor and Portuguese lawyer Jorge Cláudio Bacelar Gouveia makes a positive assessment of the governance of Angolan President, João Lourenço, in an interview published last Friday by the weekly Angolan newspaper "Vanguarda".,

President João Lourenço "has worked immensely, with great intensity, changing behaviours, replacing people, changing political and social objectives. I make a very positive assessment", he said.

 

"I had the privilege of having been in the inauguration of President João Lourenço in September last year and, in fact, I am very much surprised and very pleased because his inaugural address has been fulfilled," he said.

 

In the opinion of Jorge Bacelar Gouveia, President João Lourenço is also pressurised by the duration of his term, since he has less than five years to achieve solid results.

 

The lawyer and university professor, whose public activity has also been filled by the exercise of local government positions, defended the principle of gradualism in the implementation of municipal governments in Angola, as stated in the Angolan Constitution.

 

"It would be a suicide if Angola all of a sudden created local governments in all the municipalities across the country, with all the skills and all the financial resources they need - that would be impractical," he said.

 

The Constitutionalist defended that gradualism must be "territorial and functional" and that local governments must be created progressively throughout the territory, within a maximum period of 15 years.
