Legal expert points out conditions to implement local power
Luanda, ANGOLA, June 7 - The Angolan lawyer, Virgílio Fontes Pereira, said on Wednesday in Luanda that state has to look at the technical, financial, human resources and physical facilities conditions for the implementation of local elections, set for 2020.,
According to him, Angola is a big country with social and physical disintegration and demographic dispersion, one cannot think that local power has to be established without problems and gradually.
Virgílio Fontes Pereira spoke about the "legal-political perspectives of the implementation of local authorities: lessons to be learnt from the experience of Mozambique", a topic included in the conference on the Mozambican experience of gradual institutionalization of local elections, attended by members of the government, MPs, judges and academicians, among other guests.
Speaking to the press, the jurist said that the crisis limits the state to have the financial means to make available to local authorities, in order to promote those municipalities with less capacity to collect revenues, to achieve their goals.
Therefore, he considered it essential to give people time to have a culture of local democracy, of local authorities and for proper structure to be able to carry out the local public asset.
Since gradualism is a structuring principle of the rule of law and of local power, the jurist argued that it makes sense that, once the local authorities are established, a judgment of value is made on the phasing of their implementation.
