Parliament sets selecting criteria for local governments

Luanda, ANGOLA, May 14 - The criteria for choosing municipalities to run for local governments in 2020 will be defined by the National Assembly (AN) in the near future, said Monday the minister of Territory Administration and State Reform, Adão de Almeida. ,

 

Prior to the setting of selecting criteria, public consultation will be need to contribute to the law that will define such procedures, he said.

 

The minister said the people's opinion will help strengthen the legal mechanisms of the norm.

 

The official was speaking to journalists after a lecture on "the role of the Ministry of the Interior (MININT) and its organs to the current State reform".

 

Addressing the leaders and staff of the sector, the minister said that the public consultation of above Draft Law will allow citizens to come up with ideas.

 

Adão de Almeida denied the idea of which some municipalities have already been selected.

 

As for the creation of the country's order and security forces, mainly public security, the minister said that it is in fact up to the Sovereignty and State to decide on the matter.

 

Adão de Almeida clarified that the country's Constitution mentions Municipal Police, not to confuse with National Police, as the latter  aim at the administrative level.

 

He said that decentralisation is the transfer of competencies, adding that some sectors will remain in charge of State, such as national security and internal order, as well as the Angolan Armed Forces (FAA), the only State-owned force.

 

The official also said the municipalities are not entitled to any Armed Forces and security forces, namely the National Police.
