Luanda, ANGOLA, April 20 - The director for local authority of the Ministry of Territorial Administration and Reform of the State, Vadin Délcio Manuel João, said Thursday that one of the advantages of local authorities is to solve the problems of the communities, without waiting for decisions from the central power.,

Vadim João was addressing the the students of the Private University of Angola (UPRA) in Luanda, on the "Importance of Local election for the Development of Municipalities."

In a language accessible to students, Vadin João said that with municipalities to be implemented from 2020, local authorities should be elected, rather than appointed by the central power.

The official added that the gradual implementation of municipalities is justified due to the fact that not all regions have the same capacity for self-sufficiency.

He said that it will be the responsibility of the local councils to design and approve local development programmes, instead of adopting plans imposed by governmental structures.

Vadin Délcio Manuel João pointed out the challenges of the Executive for the effective implementation of the municipalities the creation of supporting legislation, including the local toponymy.
