CGL analyses implementation of local governments

Benguela, ANGOLA, February 20 - The Local Governance Council (CGL) was gathered last Monday in the centre-west Benguela Province and analysed a memorandum on the strategy to implement elected local governments, reads a communiqué issued in the end of the meeting. ,

The document outlines political options and alternatives for the creation of local governments, a process that is to take place in three different stages.

 

The communiqué of the meeting – which was chaired by the Head of State, João Lourenço – states that the first phase of this plan will be dedicated to the reinforcement of the (administrative, financial) de-concentration process.

 

The second stage is intended to be the moment of the implementation of a selected number of local governments, while the third one would be for the gradual increase of the number of self-governed areas and the reinforcement of the their competences.

 

As regards local finances, the Local Governance Council (CGL) learnt about the financial regime for the local governments, including types of fees to be charged by these local authorities.

 

The CGL also analysed the 2018 Public Investments Programme (PIP), which comprises a series of projects to be implemented by the provinces and their respective budgets.

 

The CGL was created by the Head of State to help the Executive draft policies focused on local development and monitor their execution.
