OMB Scorecard Published Online

By statute, the Director of the Office of Management and Budget (OMB) is required to publish scorecards on Federal agency performance on energy efficiency and sustainability.  The U.S. Department of Energy (DOE) reports performance each year on topics such as energy and water efficiency, emissions, and high performance buildings to the Office of Management and the Council on Environmental Quality.  Performance is assigned a green, yellow, or red score for each goal area. OMB published the  FY 2016 Sustainability/Energy Scorecards by agency their website on November 20, 2017.

DOE continued to make progress toward the goals in FY 2016, including reaching the following milestones:

  • 9.4% reduction in energy intensity for goal-subject facilities from the 2015 baseline
  • 42.3% reduction in scope 1&2 greenhouse gas (GHG) emissions from the 2008 baseline, and
  • 24.1% of renewable electricity as a percentage of total electric use1.

1This does include purchase of Renewable Energy Credits (RECs). Not all buildings are subject to measurement; different goals may have separate standards, but there are exceptions to account for mission-related work, like light sources and particle accelerators, that have unusual consumption profiles.

DOE has always scored well in most categories, but has struggled meet the goal 15 percent of the buildings in the High Performance Sustainable Buildings category. For the first time, the Green Buildings goal improved to Yellow from Red.  These results are thanks to the efforts of the programs and field sites that have stepped up to meet the Guiding Principles for Sustainable Federal Buildings.
