• Based upon the Charter of the United Nations.
• Based upon the Paris Peace Agreement on the Cambodian issue of October 23rd1991.
• Based upon the Declaration on formation of Khmer National Liberation Front on 12th December 2012 in Denmark.
• Based upon the constitution of the Khmer Nation.

Article 1: Declares that the Khmer National Government in exile is abbreviated with the let-ters K.N.G.E. Its flag exists four colors, red, white, gold and blue. There are 9 stars, 3 big stars and 6 small stars, on the left side of the flag above. The flag is surrounded by the red color from both sides, then blue color and white color in the middle. In the right middle of the flag exists golden Angor Wat with three towers. Its national symbol is surrounded by the blue rice stalks circle with name ‘the Kingdom of Khmer’ below.
Article 2: The Khmer National Government in exile headquarter is located in Denmark. Its official operation in national and international history starts effectively from 23rd October 2016 onward. The Khmer National Government in exile implements its duties, rights, and authority in accordance to the constitution, internal regulations and documentations.
Article 3: The Khmer National Government-in exile is made up of members of KNLF, KNCC, opposition politicians and five opposition parties, Cambodian community affected by force eviction and land grab, Khmer Krom community and Cambodian community diaspora around the world. We work peacefully at the international community based on the international law and cooperate with democratic countries, and with the United Nations in its mission to demand the full and final implementation of Paris Peace Agreement 1991 and respect of human rights.
Article 4: The Khmer National Government-in-exile would propose the international community, the United Nations and signatory countries to put pressure over Vietnam and Hun Sen’s regime to respect human rights, to respect the Paris Peace Agreement and release all political prisoners in Cambodia.
Article 5: The Khmer National Government-in exile would demand the United Nations to suspend the Cambodian seat.
