The purpose of the meeting is to present the Commission's proposal for a regulation modernising EU export controls and to exchange views on the topic.

The proposal aims to:

  • Ensure that EU export controls adjust to evolving security risks and threats.
  • Ensure that controls adjust to rapid technological and scientific developments.
  • Prevent the export of cyber-surveillance technology to be misused in violation of human rights.
  • Reduce the distortions of competition and administrative burden associated with controls.
  • Promote a global level playing field.
  • Support effective and consistent application of dual-use export controls in the EU.

The proposal is designed to strike the right balance so that facilitating trade and reducing the administrative burden for exporters does not come at the expense of security or human rights. Ultimately, enhancing the security of the supply chain through robust export controls will protect legitimate trade and contribute to its development. Background: The EU has an extensive dual-use industry that brings together thousands of small, medium and large companies providing high value-added jobs and know-how - including significant R&D work. Dual-use items are often high-tech products and have ramifications across a wide range of key sectors of the EU economy; they include leading edge technologies that are crucial to the EU's drive towards innovation and competitiveness.

In 2014, the total value of controlled dual-use exports reached EUR 59 billion, representing 3.4% of total EU exports to third countries. By contrast, only few exports were actually denied, representing a negligible portion of total EU exports.
