Approximately 400 people participated in the meeting from Japan and the other co-organizers (the United Nations, the United Nations Development Programme (UNDP), the World Bank and the African Union Commission (AUC)), 48 African countries (ministerial-level delegates attended from 12 countries and vice-ministerial-level delegates attended from 9 countries), donor countries, international organizations, and civil society organizations. From The Gambia, the host country, the meeting was attended by Hon. Neneh MacDouall-Gaye, Minister of Foreign Affairs of the Islamic Republic of The Gambia, and the opening session was attended by H.E. Isatou Njie-Saidy, Vice President of the Islamic Republic of The Gambia.
