State, Local Groups Urge Senate to Remove Section 2152 From FAA Reauthorization
/EINPresswire.com/ -- WASHINGTON, DC--(Marketwired - April 13, 2016) - The National Conference of State Legislatures (NCSL), National Governors Association (NGA), U.S. Conference of Mayors (USCM), National League of Cities (NLC), and the National Association of State Aviation Officials (NASAO) today released the following statement urging Senators to adopt a bipartisan amendment included in the pending Manager's Amendment to the Federal Aviation Administration (FAA) Reauthorization Act of 2016 (H.R. 636).
"On behalf of the national organizations that represent state and local officials, including the National Governors Association, National Conference of State Legislatures, United States Conference of Mayors, National League of Cities and the National Association of State Aviation Officials, we strongly urge all Senators to support the bipartisan Feinstein-Tillis-Blumenthal-Perdue-Lee amendment that would strike section 2152 from the Federal Aviation Administration (FAA) Reauthorization Bill.
"Section 2152 broadly and unjustifiably pre-empts state and local authority and goes well beyond the basic assertion of the FAA's authority to regulate the safety of the national airspace system as established by law and precedent regarding both manned and UAS operations. It goes too far, and infringes on traditional state and local powers -- such as the protection of basic rights of citizens, the operation of state and local agencies, and the protection of areas like public schools and state and city parks.
"By supporting removing this provision, you would ensure that states and local governments continue to have some flexibility and continue to be able to work with the FAA in a cooperative manner, as has happened over the decades with manned aircraft."
