DOE Issues Request for Information for Scope Requirements Planning at Los Alamos National Laboratory

Cincinnati – The U.S. Department of Energy (DOE) Environmental Management Consolidated Business Center (EMCBC) today issued a Sources Sought/Request for Information (RFI) seeking 8(a) small business concerns with the capabilities to provide architect-engineer-like services to support a potential upcoming Environmental Management (EM) procurement at Los Alamos National Laboratory (LANL).

This announcement is for a separate and distinct requirement from the “Los Alamos National Laboratory Legacy Cleanup Completion Project Bridge Contract,” reference number DE-SOL-0007781, for which a synopsis was posted on Dec. 3, 2014.

EMCBC is conducting market research and has requested capability statements from small business contractors in the U.S. Small Business Administration’s Business Development Program, or “8(a) Program,” regarding their expertise and experience with successfully completing this type of work scope, which includes items such engineering services and environmental consulting services. The type of contract, period of performance, and amount of funding are yet to be determined.

The successful offeror will be assisting the DOE with the development of an acquisition strategy and definition of requirements for future acquisitions; therefore, the successful offeror, teaming partners, subcontractors, and affiliates may be precluded from competing for future LANL project acquisitions, in accordance with FAR Subpart 9.5, Organizational and Consultant Conflicts of Interest. Similarly, current LANL contractors may not be eligible to perform the oversight responsibilities required due to inherent conflict of interests.
