They must have launched their business before the 2011 fiscal year, be based within Hampton Roads, experienced at least three years of growth and developed at least $2 million in gross revenue for 2013.

Aside from business growth, winners are chosen based on their commitment to success and ability to serve as models for the community. Cherry Baekert confirmed each finalist's financial information and conducted interviews with representatives from each company. The winners were determined by a five-member advisory panel.
