David Paul is vice president and risk management officer of American Honda Finance Corporation, the U.S. retail-financing arm of American Honda Motor Co., Inc., based in Torrance, California.

Paul previously served as chief tax counsel and head of Tax Trade Services for American Honda, with responsibility for Honda's international and domestic tax positions in the United States.

Prior to joining Honda in 1988, Mr. Paul was a U.S. Treasury honor attorney, where he participated in the development of key international legislation and regulations, including international provisions of the Tax Reform Act of 1986, and was a principal author of U.S. tax regulations under Subpart F. His later practice with Kirkpatrick Lockhart (now K Gates), in Washington, D.C., emphasized the taxation of multinational and financial enterprises.

Mr. Paul has been a member and active participant in the tax committees of the American Bar Association Section on Taxation since 1988, is a Regional Vice President on the Executive Council of the International Fiscal Association USA Branch, and is a former Chairman of the International Tax Committee of the Los Angeles County Bar Association.

Mr. Paul earned his Bachelor of Arts degree from Brown University, his Juris Doctor degree from Duke Law School and his LLM (in taxation) from New York University Law School.
